Panel lateral obligatorio (JJ 21-oct). Migra popup -> sidepanel, elimina action.default_popup, anade permiso sidePanel y gate scripts/check-sidepanel.sh en validate.

- index.html carga ./main.ts como modulo; main.ts importa ./style.css
- CSS de panel: body 100%/min-width 320, #app height 100vh flex column,
  #panel-content flex:1 min-height:0 overflow-y auto, footer pinned
- background: sidePanel.setPanelBehavior({openPanelOnActionClick:true}) top-level
- manifest: permiso sidePanel, side_panel.default_path=sidepanel.html, version 0.3.0
- gate scripts/check-sidepanel.sh en el job validate (falla sin panel o con default_popup)
